NNPC Gas Master Plan 2026: Aims for 10Bcf/d Output by 2027

NNPC Gas Master Plan 2026: Aims for 10Bcf/d Output by 2027

The NNPC Gas Master Plan 2026 (NGMP 2026) was officially unveiled on January 30, 2026, at the NNPC Towers in Abuja. This marks a major milestone for Nigeria’s gas industry. #EnergySecurity #NigeriaGas

NNPC Ltd aims to exceed the Presidential target of 10 billion cubic feet per day (Bcf/d) by 2027. It also plans to reach 12 billion cubic feet per day by 2030. Moreover, the plan seeks to unlock over $60 billion in investments across the oil and gas value chain.

This roadmap shifts focus from policy to disciplined execution. As a result, it positions Nigeria as a globally competitive gas hub. In addition, it aligns fully with the Decade of Gas Programme and Nigeria’s energy transition goals.

Key Targets of the NNPC Gas Master Plan 2026

Here are the main goals:

  • 10 billion cubic feet per day (Bcf/d) by 2027 (up from current levels of around 7.5–8 Bcf/d)
  • 12 billion cubic feet per day by 2030
  • Over $60 billion in new investments by 2030
  • Leverage 210 trillion cubic feet (Tcf) of proven reserves, with potential up to 600 Tcf — one of Africa’s largest hydrocarbon basins

These targets build on the Petroleum Industry Act (PIA). Furthermore, they support the government’s gas-focused agenda for energy security and industrialization.

Priorities and Focus Areas in NNPC Gas Master Plan 2026

The plan emphasizes several key areas. First, it prioritizes cost optimisation and operational excellence. Second, it advances resources from 3P to bankable 2P reserves.

Importantly, it strengthens reliable gas supply to vital sectors:

  • Power generation
  • Compressed Natural Gas (CNG)
  • Liquefied Petroleum Gas (LPG)
  • Mini-LNG
  • Critical industrial off-takers (such as fertilizers, petrochemicals, cement, and refining)

Additionally, the plan focuses on infrastructure expansion. For example, it aims to build more “pipes in the ground.” This addresses ongoing issues like inconsistent power supply and high LPG prices. Therefore, it promotes faster adoption of cleaner fuels.

Group Chief Executive Officer (GCEO) of NNPC Ltd, Engr. Bashir Bayo Ojulari, called the NNPC Gas Master Plan 2026 a bold, execution-anchored roadmap. It unlocks Nigeria’s gas potential. Consequently, it elevates the country to a global gas hub.

Nigeria holds 210 trillion cubic feet of proven gas reserves — among Africa’s largest. Thus, the NNPC Gas Master Plan positions the nation strongly on the world stage.

As Chief Sponsor, the GCEO reaffirmed his commitment. He highlighted NNPC’s investor-centric approach. Moreover, it aligns closely with stakeholders, partners, and investors.

Stakeholder Support and Industry Voices

Industry leaders voiced strong support. For instance, IPPG Chairman and Aradel Holdings CEO Adegbite Falade said: “This gives a shot in the arm to the economy. It bridges the gap between intent and reality. Gas thrives on the value chain, from upstream to offtakers. As IPPG members, we reiterate our commitment.”

Similarly, OPTS Chairman and TotalEnergies MD Matthieu Bouyer thanked NNPC. He stressed support for the plan’s core principles.

Alignment with Decade of Gas and Energy Transition

The NGMP 2026 builds on the 2008 Nigerian Gas Master Plan. At the same time, it aligns completely with the Nigerian Decade of Gas Programme.

Overall, it provides the definitive framework for gas sector growth. It ensures execution discipline and value creation over the next decade.

Honourable Minister of State for Petroleum Resources (Gas), Rt. Hon. Ekperikpe Ekpo, described the plan as a pivot. It moves from policy talk to disciplined execution. In addition, it anchors on commercial viability and coordination.

“Today’s launch is not just a document unveiling,” he said. “It represents a shift to an integrated, commercially driven gas sector. This aligns with Nigeria’s aspirations. Nigeria is fundamentally a gas Nation. We have one of Africa’s largest reserves. Our challenge is translation: turning resources into supply, infrastructure into value, and policy into outcomes.”

Ekpo added that the Nigeria gas production target 202710 billion cubic feet per day — tackles challenges like power inconsistency and high LPG costs. Furthermore, the plan emphasizes supply reliability, infrastructure, market flexibility, and partnerships. Therefore, it positions gas as the backbone of energy security, industrialization, and a just transition.

He highlighted opportunities in power, clean cooking, fertilizers, petrochemicals, and CNG. “Natural gas drives energy security and lower-carbon systems,” he noted. “It is the backbone of industrialization and resilience.”

“For Nigeria and Africa, gas offers the most immediate path to diversification, growth, and prosperity.” He urged focus on practical frameworks and measurable results.

Shift to Performance-Driven Local Content in Nigeria’s Gas Sector

At the 9th Nigeria International Energy Summit (NIES 2026), Minister Ekpo called for change. Local content must shift beyond compliance. Instead, it should focus on performance. This builds industrial strength and competitiveness.

He urged collaboration among government, operators, financiers, and training institutions.

Permanent Secretary Patience Oyekunle (represented by Iren Ikemba) echoed this. She stressed moving to performance-driven local content. This creates enduring industrial powerhouses.

She outlined four key features:

  • Strengthening indigenous capability and competitiveness
  • Catalyzing technology transfer and innovation
  • Expanding high-quality employment
  • Deepening in-country value creation and ownership

Oyekunle called for smarter rules from policymakers. She urged operators to form genuine partnerships. Financiers should back indigenous excellence. Local firms must pursue global standards.

Nigeria’s approach now evolves toward outcomes, competitiveness, and integration. Above all, it prioritizes execution and solutions.
